If you are brand new to windows development, you're probably going to need a bit more hand holding than this book provides, but I don't fault the authors for that since the title and the preface make it pretty clear who this book is for.
Even if you are new to windows development, you might still want to get this book since there isn't a whole lot of other material out there that gives a good overview of WinUI 3.
A good supplement would be to download the WinUI 3 gallery to see what the different controls look like and how they work, since that information isn't included in this book.
