It will tell you if it's the AV a peripheral, or something like a needed bios update which were my issues. On a side note, if you install , I think it just bumps you up to 20H2 via enablement package. So you may as well go to that version. Perhaps we could try to upgrade to the latest version by Windows 10 Update Assistant. Do you have any error codes, Event Log information or something that could indicate what is causing the error?
I had a similar problem with Lenovo laptops different models and generations. I noticed a "Modern Setup Host has stopped working" popup or error code 0xc message. I tried pretty-much everything anyone could think of If it's on the first 5 pages of your google search, I've probably tried it!
All devices in Device Management have drivers and it doesn't seem like the memory in the laptops are faulty since no other issues are happening. Is this what is happening to you too? A couple possibilities with this one not withstanding the other comments that also bring up good points. I've seen a couple systems here that had issues where the Drives needed to be repaired yes the generic MS comment of sfc and dism check health actually worked but one additional step was to delete the Software Distribution folder.
Restart the Windows Update Service and it will recreate and download again. Another issue we had here was on a workstation that had a MB issue we were questioning. Also consider running HP Softpaq, or Lenovo Vantage, or whatever driver update mechanism you have for the machine before attempting to update Windows. As Mike mentioned it's almost certainly fixable but at the same time not worth it.
Re-imaging to the newer Windows build will likely be faster than fixing the broken upgrade, especially if it's just a few stragglers. I had a similar issue on my home machine trying to go from to 20H2. I tried my best to research and troubleshoot, but I had to give up and use the MS support forums. One of their folks was able to divine that.
Net was the culprit, so I disabled in in Optional Features and the update went right through. They key is finding the error log codes and such from when it reverts. I had a particularly stubborn machine that wouldn't upgrade beyond v Same types of errors. Using the Windows 10 Upgrade assistant helped some. We've found that doing offline upgrades, via USB or ISO locally on the device allows us to get past issues of upgrades stalling or refusing to go through.

I second Jeremy D's recommendation of the update tool. I've had that update several problem computers that refuse to either pull or install the update.
However, if you run into issues even using that, the most common causes I've run into when I have Windows 10 build update issues are: 1 - The hard drive is too full to download and extract all of the files needed. It will pass the self-check of the update tool for free space, but if there's not at least 40GB free, this could be the cause.
Sometimes I get lucky and the updater tells me this usually after wasting the time downloading all of the Win10 build files and trying to install them. If you have plenty of drive space, might go to the computer manufacturer site and grab the latest BIOS and any firmware updates you can find. I don't run into problems from this nearly as often as the other two, but figured it should still get an honorable mention.
You may try updating the stragglers using the regular Microsoft servers instead of WSUS and checking manufacturer sites for updated drivers. Check that the Recovery Partition is at least MB in size. We had a similar problem with Windows updates 21H1.
Where the update would revert back or fail entirely in one instance.
